ஈழம்: நாங்கள் கொலைகாரர்கள்!-பாகம்4

சதீஸ் நம்பியார் சிறீலங்காவின் சமாதான முயற்சிகள் சம்பந்தமான விசயத்தில் நுழைந்தது தற்செயலாக நடந்த ஒன்றல்ல. மனிதாபிமான பிரச்சனைகளை கவனத்தில் எடுத்து ராணுவத்தின் ‘உயர்பாதுகாப்பு வலையங்களை’ அப்புறப்படுத்துவது பற்றிய பரிந்துரைக்கு, உடன்பட வேண்டுமானால் விடுதலைப்புலிகளின் ஆயுதங்களை கழைதல் வேண்டுமென்று வரைவு அறிக்கையில் குறிப்பிட்டார். விடுதலைப்புலிகளின் எதிர்ப்பு வந்ததும் இறுதி அறிக்கையில் ‘நீண்ட தூர ஆயுதங்களை சர்வதேச கண்காணிப்பிற்குள் கட்டுப்படுத்த’ வேண்டுமென்று குறிப்பிட்டார். இந்திய ராணுவத்தின், அதிகாரிகளின் ஈடுபாடு தமிழர்கள் தரப்பில் சந்தேகத்தையும், நம்பிக்கையின்மையையும் உருவாக்குமென்று தெரிந்தும் சமாதான முயற்சிகளின் போது சிறீலங்கா லெப்.ஜெனரல். சதீஸ் நம்பியாரை அழைக்க என்ன காரணம்?

சதீஸ் நம்பியார் ‘உயர் பாதுகாப்பு வலையம்’ பற்றிய ஆய்வில் ஈடுபட்டிருந்த காலப்பகுதியில் விடுதலைப்புலிகளின் கப்பல் சர்வதேச கடற்பரப்பில் தாக்கி அழிக்கப்பட்டன. இதற்கு இந்தியா நேரடியான உதவிகளை செய்ததாக ரணிலும், ஐ.தே.கட்சியும் பின்னர் ஒப்புக்கொண்டன. இந்தியாவின் செய்மதிகள் சிறீலங்கா கடற் பரப்பை 2002 முதல் கண்காணிக்க துவங்கியிருந்தன என்பதற்கு புலிகளின் கப்பல்கள் அழிக்கப்பட்ட நிகழ்வுகள் உதாரணம். சதீஷ் நம்பியார் 'பாதுகாப்பு வலையங்களிலிருந்து சிறீலங்கா படைகள் வெளியேற, புலிகளின் ஆயுதங்களை கழைய வேண்டும்' என்று பரிந்துரைத்த அறிக்கை ஜனவரி 2003 இறுதியில் கசிந்தது. விடுதலைப்புலிகள் தங்களது எதிர்ப்பை ஆன்ரன் பாலசிங்கம் வழியாக பதிவு செய்தார்கள். தொடர்ந்து 2003 ஏப்பிரல் இறுதியில் சதீஷ் நம்பியார் 'புலிகளின் நீண்ட தூர ஆயுதங்களை சர்வதேச கண்காணிப்பிற்குள் வைத்திருக்க வேண்டும்' என்ற பரிந்துரையுடன் இறுதி அறிக்கையை ரணில் விக்கிரமசிங்கே அரசிடம் சமர்ப்பித்திருந்தார். பாராளுமன்றத்தில் அந்த அறிக்கை பற்றிய கேள்விகளுக்கு 'நாட்டின் இறையாண்மை மற்றும் பாதுகாப்பு சம்பந்தமான ரகசியம்' என்று தெரிவித்தார் ரணில். விடுதலைப்புலிகள் பேச்சுவார்த்தையிலிருந்து தற்காலிகமாக விலகிய போது 'உயர் பாதுகாப்பு வலையங்கள்' பிரச்சனையும் முக்கியமானது.

சதீஸ் நம்பியார் ஈழப் போராட்டத்தில் சிறீலங்கா அரசுக்கு நேரடியாக ஆலோசனை வழங்க ஆரம்பித்த போது யாழ்ப்பாணத்தில் சரத் பொன்சேகா ராணுவத் தளபதி. சிறீலங்கா ராணுவம் வன்னியில் தமிழ்மக்களை படுகொலை செய்த போது சரத் பொன்சேகாவை பாராட்டி சதீஸ் நம்பியார் இந்தியன் எக்ஸ்பிரஸ் நாளேட்டில் கட்டுரை ஒன்றை எழுதியிருந்தார். அக்கட்டுரையில் பேச்சுவார்த்தை முயற்சிகளின் போது ரணில் விக்கிரமசிங்கே விடுதலைப்புலிகள் இயக்கத்தை பிளவுபடுத்தியது பற்றியும் எழுதியிருக்கிறார்.

‘As someone who was briefly involved with the peace process in Sri Lanka in 2002-2003, I have already acknowledged the outstanding performance of the SLAF and the efforts of General Fonseka, a person I met on a number of occasions during my visits to Sri Lanka during 2002-2003 and developed great respect for, both as an individual and as a soldier. However, as a strategic analyst I would like to make the point that this military victory would not have been possible but for the bold initiatives of Prime Minister Ranil Wickremasinghe in 2002 in entering into a dialogue with the LTTE leadership under an umbrella provided by the Norwegians. The present dispensation in Colombo is unlikely to share with him the credit for what has been achieved today. But I have no doubt that when historians come to record the events of the day, Ranil will be lauded for having brought the LTTE leadership out of the jungle for talks in the exotic surroundings of Bangkok and Geneva. And, in the process, weakened the seemingly steely resolve of the cadres, leading in due course to a split in the movement. Karuna’s estrangement and the divorce of the LTTE cadres of the North-East and Eastern provinces from their fellow fighters in Jaffna and the Vanni have without doubt been a major factor in the success achieved by the SLAF.’

சமாதானப் பேச்சுக்கள், பேச்சுக்களின் போதான குழப்பங்கள், விடுதலைப்புலிகள் இயக்கத்தை பிளவுபடுத்தியது, புலிகளின் கப்பல்களை தாக்கி அழித்தது போன்ற எல்லாவற்றிலும் பின்னணியில் இந்தியா பங்கெடுத்தது. விடுதலைப்புலிகள் ‘சுயநிர்ணய உரிமையுடன் தமிழர் பகுதிகளுக்கான பிரதேச ஆட்சி’ ஒன்றுக்கு உடன்படும் நிலையில் இருந்தனர். அதற்கான சகிம்சைகள் செப்டெம்பர் 2002ல் வெளியான சூழலில் இலங்கை விவகாரத்தில் நுழைந்தவர் லெப்.ஜெனரல்.சதீஸ் நம்பியார். லெப்.ஜெனரல்.சதீஸ் நம்பியார் இந்தியா தமிழர்களுக்கு வழங்க இருக்கும் திட்டத்தை தனது பரிந்துரையாக முன்வைக்கிறார்.

The government of India would do well, together with international players like the US, UK and Japan among others, to ensure that the government of Sri Lanka is given full support, and provided all the assistance necessary to initiate appropriate political processes with the various Tamil groups in Sri Lanka to evolve a framework for devolution of power to the Tamil minority that takes into account the assurances given to the Tamils during the Norwegian sponsored peace process. In doing so it would no doubt be useful to replicate the arrangements that seem to have been arrived at with the Karuna faction in the Eastern and North Eastern provinces. Whatever the intricacies of that arrangement, it appears to have worked with a fair degree of success given the fact that elections have been conducted in those provinces and a representative local government is in place.[i]

கருணா குழுவை பயன்படுத்தி கிழக்குப் பகுதியில் வழங்கியது போன்ற தீர்வு ஒன்றை முன்வைக்கும் சதீஸ் நம்பியாரின் தம்பி விஜய் நம்பியார் எப்படி பாரபட்சமில்லாமல் செயல்படுவார்?

வன்னிப்படுகொலைகளை தடுத்து நிறுத்த மேற்குலக நாடுகள் தலையிடாமல் தடுக்கும் விதமாகவே இந்திய அதிகாரவர்க்கம் செயல்பட்டது. சிவசங்கர மேனன் அமெரிக்காவிற்கு பறந்ததும் அவ்வகை திட்டத்தின் ஒருபகுதி. துவக்கம் முதல் புலிகளின் ஆயுதங்கள், நிர்வாக கட்டமைப்பு, தலைமை ஆகியவற்றை குறிவைத்து இந்த படுகொலைகளுக்கு முழு அளவில் ஆதரவாக செயல்பட்டது இந்தியா. இந்தியாவை கடந்து தெற்காசியாவில் மேற்குலக நாடுகள் தலையிடுமா?
